Try either blue, purple, or red highlights... all three of them in any shade go well with black hair. Maybe even a blonde or caramel if you're feeling adventurous.

EDIT: Red would compliment your features... You could even do a caramel-ish/blonde-ish color if you wanted.

I did stop-sign red once. I got so many compliments on it. Do just hints of it in long streaks, but don't put one directly next to your face (back a few inches into your hair away from the face). It looks incredible!

i would suggest using a light brown......but not too light because if it was too light you'd look like you were trying to get all the attention in the world and it wouldnt look good. like if you tried blonde. blonde and black don't match very well for hair colors.

you shouldn't wear much dark make up!!!! just wear something that helps your skin color and about highlights you can get them either way Blondie or caramel color... go to a professional they can help you better
